The coco levy fund plunder case — one of the gaping wounds from martial law still needing closure — is turning 20 years old this year, not a proud anniversary. The Presidential Commission on Good Government, which sequestered coco levy assets and has been administering them while the court cases drag on, may not have wanted anyone to remember the glacial pace of Philippine justice. But soon after the year turned, the PCGG quietly released an unprecedented document that is now generating questions. Issued on January 9, 2007, the PCGG resolution, seen below, permits the use of income from coconut levy shares in San Miguel Corporation.
