			<content:encoded><![CDATA[<p>Below is the statement of the National Union of Journalists of the Philippines on World Press Freedom Day 2009:</p>
<blockquote><p>NOTHING TO CELEBRATE               </p>
<p>Again, the working journalists of the Philippines mark World Press Freedom Day not in celebration of its vibrant existence but by renewing our vows to continue struggling to bring it to full fruition and remembering our many colleagues who have lost their lives in its pursuit.</p>
<p><span id="more-1874"></span></p>
<p>If there is anything to celebrate on this day, it is the bravery and persistence with which independent Philippine journalists insist on exercising freedom of the press and of expression in the service of the people’s right to know despite the many dangers they face, not least of which is death.</p>
<p>Indeed, the 64 journalists who have lost their lives since the ascension of Gloria Macapagal-Arroyo to power in 2001 &#8212; the worst record of any administration, including the 14-year Marcos dictatorship &#8212; is glaring proof of how, according to the International Federation of Journalists, press freedom is eroded by government &#8220;censorship, hypocrisy, and neglect.&#8221;</p>
<p>The IFJ was, of course, speaking of governments in general. But it could very well have been singling out the Arroyo government, whose inaction and general apathy towards the murder of journalists has nurtured the culture of impunity surrounding these killings and emboldened those who seek to silence the critical press.</p>
<p>In fact, in what amounts to an admission that it is unwilling or unable to stop the murder of journalists, the Philippine National Police has launched a harebrained scheme to train media practitioners to protect themselves &#8212; through firearms proficiency.</p>
<p>Not surprisingly, since aside from not acting to end the killings and bring the perpetrators to justice, this administration is the only one after the dictatorship to attempt the wholesale muzzling of the Philippine press, as it did during the state of national emergency of 2006 and the mass arrest of journalists covering the military mutineers who took over the Manila Peninsula Hotel in November 2007.</p>
<p>It is especially galling and hypocritical for some officials of this administration to even try to explain the killings of journalists as the offshoot of corruption and a lack of ethics among the victims.</p>
<p>For, if corruption and lack of ethics were a justification for murder, they should be the last people to invoke this.</p>
<p>Like many of our countrymen, we, too, have despaired of ever finding justice under this administration.</p>
<p>But this despair, far from cowing us, has only steeled our resolve to continue serving our people’s right to know and defending and advancing freedom of the press and of expression in our country. This much we owe to our fallen colleagues. This much we owe to our people. This much we owe to our country.</p>

<p>The second issue of the Philippine Journalism Review (PJR), the only refereed journal in Asia devoted to journalism concerns and issues, is now available, the Center for Media Freedom and Responsibility (CMFR) has announced.</p>
<p>Now an annual, the Philippine Journalism Review, or PJR, used to be a press monitoring publication in magazine format. That function has been taken over by the monthly PJR Reports, which CMFR also publishes.</p>
<p>The first issue of the reformatted PJR appeared in 2007 and was launched during the awarding ceremonies of the Jaime V. Ongpin Awards for Excellence in Journalism that year.</p>

<p>The 2008 issue of PJR has a paper by St. Scholastica&#8217;s College journalism professor Ma. Aurora Lolita L. Lomibao on the beat system (&#8220;Revisiting the Beat System&#8221<img src="http://ederic.net/wp-content/plugins/yahoo-messenger-emoticons/emoticons/winking.gif" style="border:none;background:none;vertical-align:-25%;" alt="winking" />, Philippine Daily Inquirer reporter DJ Yap&#8217;s &#8220;Literary Journalism in the Philippines from the 1950s to the 1980s,&#8221; and Philippine Social Science Council Technical Services and Information head Joanne B. Agbisit&#8217;s &#8220;Media-Policy Interaction in the Passage of the Migrant Workers and Overseas Filipinos Act of 1995.&#8221;</p>
<p>GMA 7 researcher Ederic Eder also reviewed an online publication (&#8220;Global Voices Online&#8221<img src="http://ederic.net/wp-content/plugins/yahoo-messenger-emoticons/emoticons/winking.gif" style="border:none;background:none;vertical-align:-25%;" alt="winking" />, while University of the Philippines journalism professor Danilo A. Arao interviewed &#8220;barefoot journalism&#8221; advocate Ben Domingo (&#8220;Understanding Barefoot Journalism). A commentary by Johanna Camille Sisante on the Philippine Daily Inquirer&#8217;s error-correction box (&#8220;The Inquirer Box of Errors&#8221<img src="http://ederic.net/wp-content/plugins/yahoo-messenger-emoticons/emoticons/winking.gif" style="border:none;background:none;vertical-align:-25%;" alt="winking" /> completes the 2008 issue contents.</p>
<p>University of the Philippines journalism professor and CMFR Deputy Director Luis V. Teodoro edits PJR, assisted by Prof. Danilo A. Arao, who is its managing editor. The PJR Board of Advisers is composed of academics from the Ateneo de Manila, the University of Santo Tomas, the University of the Philippines, St. Scholastica&#8217;s College, the Asian Institute of Journalism and Communication and the Philippine Daily Inquirer.</p>

			<content:encoded><![CDATA[<p>Kinidnap ang nawawalang ABS-CBN newscaster na si Ces Drilon at ang kanyang mga kasama, ayon sa <a href="http://beta.abs-cbn.com/tabid/104/Article/10260/Default.aspx">opisyal na pahayag</a> ng network: &#8220;ABS-CBN News journalists Ces Drilon, Jimmy Encarnacion, and Angelo Valderama have been kidnapped for ransom.&#8221; </p>
<p>Ginagawa na raw ng ABS-CBN News ang lahat upang matulungan ang mga pamilya ng mga mamamahayag na nakidnap. Pero, susundin daw ng ABS-CBN News ang policy nito na hindi pagbabayad ng ransom upang di na lalong lumakas ang loob ng mga kidnapper na mangidnap ng iba pang mga mamamahayag.</p>

<p>Nakidnap din daw kasama rin daw nina Drilon ang university professor na si Octavio Dinampo. </p>
<p>Abu Sayyaf ang pinaghihinalaan ng pulisya na kumidnap kina Drilon. Ayon sa <a href="http://www.gmanews.tv/story/100497/ABS-CBN-says-it-wont-pay-ransom-for-Ces-Drilon-team">report ng GMANews.tv</a>, hinarang at kinuha sina Drilon sa Barangay Kulasi, Maimbung, Sulu, noong Hunyo 8 habang papunta sa isang lihim na panayam kay Radulan Sahiron, isang lider ng Abu Sayyaf na nagbabalak na raw sumuko.</p>
<p>Noong Setyembre 28, 2002, <a href="http://www.cpj.org/attacks02/asia02/phil.html">nawala rin sa Sulu</a> ang mga Kapusong sina <a href="http://ederic.net/still-missing/">Carlo Lorenzo</a> at Gilbert Ordiales. </p>

Teodoro</a> matapos iulat ng <a href="http://www.abs-cbnnews.com/storypage.aspx?StoryID=117016" target="_blank">abs-cbnNEWS.com</a> na sinabi niyang dapat mag-blog ang mga peryodista upang maging halimbawa ng iba sa Internet. </p>
<p>Si Dean Teodoro o LVT ay dating dekano ng Kolehiyo ng Pangmadlang Komunikasyon sa Unibersidad ng Pilipinas, at guro&#8217;t idolo ng maraming peryodistang sinanay niya sa UP, kabilang na ako.</p>
<p>Unang pumutak si <a href="http://philippinecommentary.blogspot.com/2008/05/talk-about-kettles-calling-pots-black.html" target="_blank">Dean Jorge Bocobo</a> ng Philippine Commentary. Sa isang malinaw na halimbawa ng walang tuos at di-makatotohanang panulat, iniugnay niya sa CPP-NPA at sa publikasyong ng <span class="fullpost"><span style="font-style: italic;">Ang Bayan </span></span>si Prof. Teodoro at tinawag na &#8220;leftist&#8221; ang Center for Media Freedom and Responsibility &#8212; na dati kong pinagtatrabahuhan.</p>
<p>Inatake rin nang todo ni Bocobo ang mainstream media at ang corruption dito. Pinaliguan din niya ng papuri ang blogosphere samantalang sinabing nagiging extinct na ang media.</p>
<p><span id="more-1018"></span></p>
<p>Bagama&#8217;t seryoso at malaliman &#8212; sabihin pang may sariling balangkas na ginamit sa pagsusuri &#8212; ang komentaryo ng <a href="http://kapirasongkritika.wordpress.com/2008/05/09/luis-in-the-sky-with-dean-bocobo/" target="_blank">Kapirasong Kritika</a> sa debateng ito, natawa naman ako sa sagot niya sa isang mambabasa: &#8220;Nababasa ko nga dati itong si G. Bocobo sa Philippine Daily Inquirer. Bakit kaya siya nawala doon? Bitter na bitter ang tunog eh: Charantia Ampalaya, sabi nga ni Professional Heckler &#8212; kahon pa lang, bitter na. Hehe.&#8221;</p>
<p>Samantala, ang matinding pananalig at pagkaaliw ni Bocobo sa blogosphere ay parang di pa angkop sa kalagayan sa Pilipinas. Ni wala pa ngang sangkapat ng mga Pilipino ang may access sa Internet (hindi lahat ng cellphone, may GPRS), paanong papalitan ng blogging ang dyaryo, telebisyon, at radyo?</p>
<p>Pero sa totoo lang, naniniwala akong wala naman talaga dapat ganitong paghahambing. Maaari namang sabay na umiral &#8212; at magkatulungan &#8212; ang mga peryodista&#8217;t mamamahayag ng mainstream media at ang bloggers ng blogosphere.</p>
<p>Mapanghamon naman ang sagot ni <a href="http://jesterinexile.blogspot.com/2008/05/confessions-of-new-media-heretic-or.html">Jester-in-Exile</a>: &#8220;<span class="fullpost">Get off your high horse and tell your peers to clean up your stables, Professor, before you come online and tell us how to live our lives. Can you do that? No? Showbiz, entertainment, scandal, and lurid, sensationalist reportage being the lifeblood of networks?&#8221;</span></p>
<p>Tila kapwa di pa nabalitaan nina Bocobo at Jester-in-Exile na si LVT at ang CMFR ay kabilang sa mga nangunguna sa mga simulain upang bawasan at mawala ang corruption sa media. Ang totoo niyan, ang mungkahi ni Jester-in-Exile ay siya ring laging litanya nina Dean Teodoro sa <em>Philippine Journalism Review</em>. Siguradong isinusumpa nga sina  Sir ng mga <em>hao siao</em>.</p>
<p>Pero may punto si Jester-in-Exile.</p>
<p>Kung isa kang blogger na nagkukuwento lang ng pang-araw-araw na buhay at may dalawang kabarkadang mambabasa, kung mga personal na mga bagay ang tinatalakay mo, di mo na siguro kailangang sumunod sa anumang journalism standards. Kung gusto mo halimbawang balahurain ang boss mo, bahala ka. Sorry ka na lang kung mapikon sa &#8216;yo at kasuhan ka ng libelo, o sibakin ka. (Puwede mo rin palang ireklamo sa Department of Labor and Employment.) Sa pagtitimbang sa mga ganitong bagay papasok ang sinasabi ni LVT na self-regulation, at hindi sa iniisip ng iba na pagpapatupad ng pormal na code of ethics o kung ano pa man.</p>
<p>Sa kabilang banda, sa tingin ko&#8217;y ibang usapan na kung isa kang blogger na may malawak na naabot at pinagkukunan ng impormasyon ng maraming mga mambabasa.</p>
<p>Sa karanasan ko, maraming mga estudyante ang kumukuha ng mga talumpati, sanaysay, at iba pang akda rito sa ederic@cyberspace. Kung hindi ako magiging matuos, kung hindi ko susundin ang ilang prinsipyong ginagamit sa peryodismo, gaya ng tamang paglalagay ng pinagkunan, o pagsisigurong wasto at tiyak ang impormasyong ipinost ko, maaaring maipahamak ko ang aking mga mambabasa.</p>
<p>Ganito rin ang kaso kung isa kang blogger na nakikilahok sa mga diskusyon ng mga usaping pambayan. Kapag ganito, sa tingin ko&#8217;y may pananagutan ka na sa impormasyong makukuha sa iyo ng iyong mga mambabasa.</p>
<p>Isa sa mga layunin ng peryodismo ay ang magbigay ng kaalamang magagamit ng mga mambabasa upang makapagpasya at kumilos sa mga usaping may kinalaman at mahalaga sa kanilang buhay. Sa kabila ng maraming pagkakaiba ng peryodismo at blogging at bagama&#8217;t pangunahing layunin ang pagpapahayag, sa palagay ko&#8217;y mayroon ding pananagutan sa kanilang mga mambabasa ang mga blogger na aktibo sa online public sphere.</p>
<p>At upang maging responsableng tagapaghain ng mga kuru-kurong base sa wasto at tiyak na impormasyon, sa ayaw at sa gusto ng blogger, ang masinop na pananaliksik at pagbeberipikang gagawin niya ay isang anyo ng pagsunod sa ilang journalism principles.</p>
<p>Ilan sa mga kaibigan kong blogger at peryodista rin (gaya ni <a href="http://tonyocruz.com/?p=862" target="_blank">Tonyo</a>) ay di naman na-bad trip sa mga sinabi ni Dean Teodoro. Mas nagulat pa nga sila matinding reaksyon dito.</p>
<p>Ayon nga kay <a href="http://theworksofedelgarcellano.wordpress.com/2008/05/15/ka-bay-siege/" target="_blank">Edel Garcellano:</a> &#8220;But the poor academic, a high-profile press &amp; campus pundit since the ’60s, only requested his fellow bloggers to observe, like any Journ 101 student, responsible discoursing with defensible proofs of their hot advocacies…&#8221;</p>
<p>Nagtataka naman ako kung bakit ang dating sa ibang blogger ay nilait o minaliit ni LVT &#8212; at ni Chay Hofileña na na-quote rin sa article &#8212; ang bloggers.</p>
<p>Ang &#8220;Many of those who post information online are irresponsible” na sinabi ni Dean Teodoro ay iniulat ng iba bilang <a href="http://www.marocharim.com/2008/05/09/a-rant-about-blogging/" target="_blank">&#8220;some bloggers are &#8216;irresponsible&#8217;&#8221;</a> o &#8220;<a href="http://newphilrevolution.blogspot.com/2008/05/teodoros-dig-at-bloggers-and-salute-to.html">bloggers are irresponsible and therefore, not a good source of news and information</a>&#8221; at ang &#8220;Sometimes, it becomes damaging. <p>Ayon pa sa Kapirasong Kritika, &#8220;Maganda ring palamanan pa ni Prop. Teodoro ang sinabi niyang &#8216;iresponsable&#8217; ang karamihan sa laman ng mga blog&#8221; at para naman kay <a href="http://www.stuartsantiago.com/?p=124" target="_blank">Angela Stuart Santiago</a>, the professor &#8220;deserves it for not finding anything good to say about blogs except that they pose a challenge to mainstream media.&#8221;</p>
<p>Parang hindi tama yan sa journalism principle na accuracy. Pero sabagay, mga blogs naman ang mga iyan, kaya baka okay lamang na mag-iba ang kahulugan at hindi na tingnan ang konteksto.</p>

<p>Bago lumabas ang <a href="http://www.senate.gov.ph/press_release/2007/0905_legarda1.asp" target="_blank">pahayag ni <a href="http://www.lorenlegarda.com.ph" target="_blank">Senador Loren Legarda</a> tungkol sa boybastos.com</a> noong Setyembre 5, isa lamang ang website na ito sa napakaraming online community ng mga Pinoy. Maaaring hindi ito kasingsikat ng <a href="http://www.pinoyexchange.com" target="_blank">PinoyExchange.com</a> na tambayan ni <a href="http://jonmagat.blogspot.com" target="_blank">aajao</a>, pero di hamak na mas matao ito kaysa sa aking <a href="http://www.tinig.com">Tinig.com</a>. </p>
<p>Pero kakaiba ang boybastos.com na puno ng mga <a href="http://boybastos.com/modules.php?op=modload&#038;name=News&#038;file=index" target="_blank">balita tungkol sa mga tsiks</a> at <a href="http://boybastos.com/modules.php?op=modload&#038;name=News&#038;file=index&#038;catid=2&#038;topic=&#038;allstories=1" target="_blank">Boy Bastos jokes</a>&#8211;para ito sa mga taong malilibog (&#8216;ika nga nila, sino ba ang hindi?)!</p>
<p><span id="more-882"></span></p>
<p>Pero sa dinami-rami ng mga medyo bastos na website sa cyberspace, itong boybastos.com ang napansin ni Seandora Loren. Tuloy, sikat na ito ngayon dahil sa traffic na hatid ng tinamong atensiyon mula sa posibleng susunod na pangulo ng bansa. Hindi na pinatulan ni Loren ang panunudyo ng pilyong boybastos.com, na naglagay sa <a href="http://www.whois-search.com/whois/boybastos.com" target="_blank">pangalan ng senadora bilang registrant</a> ng kanilang domain name. Sabi pa ng makulit na site, &#8220;Tsiks si Loren.&#8221; Hehe.  </p>
<p>Sa dami ng gustong makiboso ngayon sa boybastos.com&#8211;na mula noong March 15, 2004 ay mayroon nang mahigit <a href="http://boybastos.com/modules.php?op=modload&#038;name=Members_List&#038;file=index" target="_blank">40 libong kasapi</a> at nagtala na ng mahigit <a href="http://boybastos.com/modules.php?op=modload&#038;name=Stats&#038;file=index" target="_blank">51 milyong pageviews</a>, at halos 3,000 ngayong araw lang&#8211;posibleng bumagsak ang kanilang website kapag naubos ang kanilang bandwidth. &#8216;Yun daw ang dahilan kaya sila &#8220;pahinga muna&#8221; ngayon. Hindi dahil sa umurong ang bayag nila sa senadora. (Ang boybastos.com, kahit inaano na, tigasin pa rin. &#8216;Yung ibang mga macho, kapag nakakadisgrasya, nagtatago&#8217;t <em>naulkot ang kuwan</em>!)</p>
<p>Ano lang kaya ang magiging reaksyon ni Senadora Loren kapag nakita niya ang iba pang mga site na mas malaswa pa kaysa sa boybastos.com? Natutukso akong pangalanan ang isang  local clone ng YouTube pero baka magtampo sa akin si <a href="http://aileenapolo.blogspot.com" target="_blank">Bb. Google Earth-Pilipinas</a>, kaya sikwet na lang muna. Sikwet!</p>
<p>Kung ano ang kahihitnan ng kabanatang ito sa buhay ni Boy Bastos, malalaman natin sa paglipas ng mga araw. </p>
<p>Kilalang tagapagtaguyod ng karapatan ng mga kababaihan at mga kabataan si Senador Legarda, kaya hindi nakapagtatakang ganito ang reaksyon niya sa boybastos.com. Siya ang author ng Senate Bill 1375&#8211;and panukalang batas na Anti-Computer Pornography Act. Kapag naging batas, ang mga may-ari ng online porn at iba pang kabastusan sa Internet ay maaaring makulong nang hanggang anim na taon at magmulta ng hanggang kalahating milyong piso.</p>
<p>Ang sagot ng boybastos.com, &#8220;Kung naipatupad po itong bill na ito, wala tayong magagawa kung hindi sumunod sa batas&#8230;&#8221;</p>
<p>May tanong ako sa mga abogadong napapadaan dito: Dahil hindi pa batas ang bill ni Loren, lumalalabas na wala pang batas na nilalabag ang boybastos.com, di ba? Maaaring offensive ito sa moralidad ng karamihan sa atin, pero lumalabas na hindi ito ilegal.</p>
<p>Kung sakaling maipasara ng gobyerno ang website, maituturing ba itong paglabag sa freedom of expression?</p>
<p>Samantala, may tila banta rin ang boybastos.com sa nangungunang 2010 presidentiable:</p>
<blockquote><p>Ipasara ninyo kami sa gusto nyo. Sa bawat sulok ng Pilipinas may nakakakilala sa boy bastos. Sa bawat bahay sa Pilipinas, may boy bastos. Nakakalungkot kung ito&#8217;y mapatupad, at hindi po namin kakalimutan kung sino ang may kagagawan. </p></blockquote>
<p>Pero sa kabilang banda, may punto si Loren:</p>
<blockquote><p>&#8220;Our biggest worry here is free access. Other adult sites at least require prior user registration and credit card details, which somehow help to screen or discourage minors.&#8221;</p></blockquote>
<p>Sabi ni <a href="http://jepoyeng.blogspot.com/2007/09/sen-legarda-pwns-boybastoscom.html">Jepoy</a>, hindi ang pagsasara sa mga site gaya ng boybastos.com ang solusyon sa pornograpiya. Ang kailangan, aniya, ay mas may ngiping batas laban dito. Dagdag pa niya, &#8220;Boybastos is not even hosted in the Philippines, so how would you shutdown this site?&#8221; </p>
<p>Sa usapin ng access ng mga bata sa ganitong pahina sa Internet, ganito ang mungkahi niya: &#8220;Educate parents and cyber cafe owners to install internet filters. That&#8217;s the only way as of the moment.&#8221;</p>

<p>Binubuo ng 7,107 na isla ang Pilipinas, mumunting mga pulong maikukumpara sa pinakamagagandang isla sa buong mundo. Pero akalain mo bang kung meron kang 20 million piso, puwede ka nang bumili ng isang malaki-laking isla sa Palawan?!</p>
<p>Sa dokumentaryong ito, sisiyasatin ni Sandra Aguinaldo ang talamak na bentahan ng mga isla sa Palawan at ang epekto nito sa mga residenteng katutubo ng nasabing probinsya. </p>
<p>Makikilala ni Sandra ang mga tao sa likod ng isang website na nagbebenta ng isla sa mga dayuhang investor. Bagamat ipinagbabawal ito sa batas, nakasaad sa website ang mga paraan para makabili ng isla sa Pinas ang isang dayuhan!<span id="more-815"></span></p>
<p>Iikutin rin ni Sandra ang Busuanga para bisitahin ang ilang mga taong nagmamay-ari ng kani-kanilang pribadong isla. Ang North Gate Island halimbawa na isang maliit na isla, nakuha lang ng isang retired government employee, sa halagang limang libong piso! </p>
<p>Pupuntahan din ni Sandra ang mga katutubong Tagbanua na napatalsik sa kanilang mga ancestral islands dahil umano sa island grabbing. </p>
<p>Bisitahin ang mga naggagandahang isla sa Palawan bago pa ito maging pribado sa dokumentaryong “Philippine Islands For Sale!”, I-Witness, Lunes ng hatinggabi sa GMA. </p>
